Can I get a CDL online?

Theory instruction can be online. 49 CFR 380.605 includes online training in that definition. Behind-the-wheel range and public-road training cannot. Appendix A says that driving practice must be in a commercial vehicle and that a simulator cannot replace it or prove proficiency. There is no federal minimum number of theory hours. The provider’s theory assessment is 80 percent. Finishing a course does not issue the license.

Theory can be online

49 CFR 380.605 defines theory instruction as knowledge instruction on operating a commercial motor vehicle, provided by a theory instructor through lectures, demonstrations, audio-visual presentations, computer-based instruction, driving simulation devices, online training, or similar means. Online theory is one of the methods in that definition. It is not a separate federal license.

Checked October 29, 2026: 49 CFR 380.605.

Appendix A to 49 CFR part 380, the Class A curriculum, says there is no required minimum number of instruction hours for theory. The instructor must still cover every topic in the curriculum. 49 CFR 380.715 says the provider must use written assessments and the trainee must score at least 80 percent overall on the theory assessment. That score is the provider’s assessment. It is not the state knowledge test, which has its own 80 percent rule in 49 CFR 383.135.

49 CFR 380.703(a)(5)(ii) says state qualification requirements that otherwise apply to theory instruction do not apply when the provider offers that instruction only online. 49 CFR 380.605 repeats the point for instructors: a provider that offers online content exclusively is not required to meet state qualification requirements for theory instructors. A provider that also teaches in person still follows the licensing rules of each state where that in-person training happens.

Range and road time are not online

Behind-the-wheel range training, in the same definitions section, is a lesson on a range while the trainee has actual control of the power unit. Public-road training is the same kind of control during a lesson on a public road. Watching someone else drive does not count as either one.

Appendix A says behind-the-wheel training must be conducted in a commercial motor vehicle for which a Class A CDL is required. It also says that, consistent with those definitions, a simulation device cannot be used to conduct range or public-road training or to demonstrate proficiency. A simulator can be part of theory. It cannot replace the range or the road.

There is also no required minimum number of behind-the-wheel hours in Appendix A. The instructor must cover the behind-the-wheel topics, document proficiency, and record the clock hours the trainee actually spends. Ask the school for that record in writing. Do not treat an online progress screen as proof that the driving portion is finished.

Who the online portion is for

FMCSA’s entry-level training page, updated February 4, 2026, lists the same groups as 49 CFR 380.609: a first Class A or Class B CDL, an upgrade from Class B to Class A, and a first passenger, school bus, or hazardous materials endorsement. The rule is not retroactive for a CDL or an S, P, or H endorsement issued before February 7, 2022. A person who got a commercial learner’s permit before that date and a CDL before the permit expires is not subject to the training requirement, according to that FMCSA page.

A hazardous-materials endorsement uses the theory curriculum in Appendix E. It does not add the behind-the-wheel curriculum that a first Class A license uses. The ELDT guide separates those paths. The Class A and Class B pages cover the vehicle groups.

What to confirm before you pay

The provider must be listed on the Training Provider Registry for the training you need. 49 CFR 380.703 says a provider with more than one campus registers each location. An online theory offer and a yard in another state can be two registrations. Ask which location will report your theory completion and which will report the behind-the-wheel completion. A registry listing does not show that the course meets every rule in the state that will issue your license, so check that state’s licensing agency before you pay.

Under 49 CFR 380.707(c), theory and behind-the-wheel training can come from separate providers, but the range and public-road portions must both be delivered by the same provider. No federal tuition for an online theory course appears in the sections checked. Get the written scope: which curriculum appendix, whether the 80 percent assessment is included, and what the in-person range and road time cost if they are separate. Under 49 CFR 380.603(c)(3), the theory and behind-the-wheel (range and public road) portions must be finished within one year of completing the first portion; the hazmat endorsement is the exception. Compare that sheet with the timeline guide before you choose a start date.

Registry locations that list theory and not behind-the-wheel

169 public locations in the FMCSA Training Provider Registry snapshot dated list Theory and do not list behind-the-wheel range or public-road training. The snapshot does not say that theory is taught online. A first Class A or Class B still needs behind-the-wheel training from a registered provider. Private and employer-only locations are left off this list. A row is a registry location, not an open seat and not a price.

Online theory is one part of the record.

The state still issues the permit and the license. The driving portion still happens in a commercial vehicle when the Class A or Class B curriculum applies.

Questions drivers ask

Can the whole CDL course be online?

Not for a first Class A or Class B CDL, or an upgrade. 49 CFR 380.605 defines theory instruction to include online training. Behind-the-wheel range and public-road training mean the trainee has actual control of the power unit. Appendix A to part 380 says a simulator cannot conduct that training or prove proficiency. A first hazardous-materials endorsement is different: Appendix E is a theory curriculum with no behind-the-wheel part, so that training can be delivered online.

Is there a federal minimum for online theory hours?

No. Appendix A says there is no required minimum number of instruction hours for theory, and the instructor must cover every topic in the curriculum. 49 CFR 380.715 requires an overall score of at least 80 percent on the theory assessment.

Does an online theory provider need a state training license?

49 CFR 380.703(a)(5)(ii) says state qualification requirements that otherwise apply to theory instruction do not apply to a provider that offers that instruction only online. 49 CFR 380.605 says the same for theory instructors at a provider that offers online content exclusively. In-person training still follows the state’s rules.

Does finishing an online course give me a CDL?

No. The state issues the license. For a first Class A or Class B, or an upgrade, entry-level training from a registered provider comes before the skills test when 49 CFR 380.609 applies. The commercial learner’s permit and the skills test are separate.

Does a theory-only registry listing mean the class is online?

No. The Training Provider Registry records the training type the provider registered. A location that lists Theory and does not list behind-the-wheel has not said the theory is taught online. A first Class A or Class B still needs range and public-road training from a registered provider.
