Permits & training
CDL permit: requirements, tests and a study plan
How do I get a commercial learner’s permit?
A commercial learner’s permit (CLP) lets you practice the specified commercial vehicle under qualified supervision. It is not a CDL or permission to drive alone. Start with your state’s current application checklist and the tests for your intended class, equipment and endorsements.

What should you do before applying for a CDL permit?
Choose the vehicle and work first. A person preparing for a Class A tractor-trailer, a straight truck and a passenger bus may need different knowledge tests. Write down the class, the equipment you expect to use and the endorsements the job actually requires. Take that list to your state licensing agency’s CDL page before paying a school or booking a test.
Make one document folder for the application. Confirm identity and residency documents, your existing license, self-certification and any required medical documentation with the agency. The exact list, fees, appointment process and renewal rules are state-specific. Do not send sensitive documents to a school simply because a directory lists it; first establish what the licensing agency needs and who is collecting it.
A permit appointment and school enrollment are separate transactions. Ask whether the school expects you to arrive with a CLP or teaches the knowledge material before you apply. If you are paying for permit preparation, get the included instruction, fees and retest arrangements in writing.
Which CDL knowledge tests do you need?
General knowledge is the starting point. A Class A path also involves combination-vehicle knowledge, and the brake system and endorsements can add tests. Make a test list with the state rather than assuming one online practice quiz covers the whole application.
| Planning question | What to confirm |
|---|---|
| What class am I applying for? | General knowledge and any combination-vehicle component. |
| What brake system will I use? | The knowledge component and any restriction that could result. |
| Will I carry passengers, schoolchildren or specialized cargo? | Endorsement tests, training and other checks. |
| What does my state require? | Its current manual, test sequence, fees and appointment rules. |
Question counts are not universal. Iowa publishes a 50-question general-knowledge test and separate component tests. Pennsylvania lists 70 questions for its Class A knowledge test and 50 for B/C. Those are state examples, not interchangeable descriptions of one national exam. Check the current table for the state where you will test.

Three settings. Different training goals.
Concept training campus, not a named school. Select an area to see what to ask before enrolling.

01Classroom or online theory
Theory builds the knowledge you need to explain decisions. Ask which curriculum the course covers, how assessments work and who reports completion.
02Closed-range practice
Range instruction develops vehicle-control skills. Ask about individual time at the controls and how proficiency is assessed, rather than relying on total class hours.
03Public-road instruction
Road instruction puts skills into traffic situations under qualified supervision. Confirm it is included in the practical course you are buying.
How do you study without just memorizing quiz answers?
Use the current state manual as your syllabus. Read one topic, explain the rule in your own words, then answer practice questions on that topic. When you miss a question, record the subject, the reason your answer was wrong and the manual section that resolves it. Repeating an identical quiz until the pattern feels familiar is weaker evidence than being able to explain an unfamiliar question.
- Session one: map the exam.List the required tests and mark the relevant manual sections. Identify unfamiliar terms before trying a timed quiz.
- Sessions two to four: one topic at a time.Work through the manual in manageable blocks. Write a short explanation of the rule after each block.
- Session five: mix the topics.Use questions in a different order. Review the wrong answers even when your overall score looks good.
- Session six: close the gaps.Return to the source sections for the errors that repeat. Ask an instructor to explain a point you cannot resolve.
- Final session: rehearse the appointment.Check documents, location, fees, arrival time and any test-center rules. Studying does not fix missing paperwork.
This is a suggested study routine, not a promise of readiness in seven days. Add sessions where you need them. Our general-knowledge practice questions include explanations, but they are a limited learning resource, not an official state test or a complete endorsement bank.
What happens after you receive the CLP?
Read the permit and its restrictions before practicing. Federal rules generally require a qualified CDL holder in the proper position to supervise you, and a CLP is subject to specific conditions. The federal baseline also includes a 14-day holding period before the skills test. That wait is not a complete training course, and an open appointment is not proof that all prerequisites are satisfied.
For a covered first CDL application, coordinate ELDT and practical training with the permit period. Ask the school to put four dates on your plan: permit issuance, theory completion, practical completion and the intended skills-test appointment. Leave room for reporting, vehicle availability and a retest if needed.
If your permit is approaching expiry, contact the licensing agency before booking more driving time. Ask what can be renewed, what must be retested and which prior records remain valid. Do not confuse a permit’s expiration date with the separate status of an ELDT record.
Your test-day and school handoff checklist
Before leaving home, compare your folder with the agency’s current checklist. Check the exact office and appointment type: a general driver-license appointment may not be the same as a CDL test appointment. Bring the accepted payment method and ask in advance about accommodations or language availability if relevant.
After the permit is issued, give the school the information it needs through its verified process. Keep copies of receipts and training confirmations for your records. Before the skills test, ask the state to confirm which completion records it can see, rather than relying only on a course certificate or a screenshot from a provider.
If something goes wrong, separate the cause before paying another fee. A knowledge gap, a document mismatch, an unreported training completion and a missing test vehicle need different solutions. Ask for the exact missing item and the next permitted action.

Questions drivers ask
Can I drive a commercial truck alone with a CLP?
No. A CLP is a supervised learning credential with conditions and restrictions. Confirm the supervising driver and vehicle requirements with your licensing agency before practicing.
Is the CDL permit test always 50 questions?
No. States publish different test formats and separate components. Iowa and Pennsylvania illustrate why you should use your own state’s current testing table.
Do I need ELDT before the permit test?
ELDT completion generally gates the applicable skills test, while first-time hazardous-materials applicants need the applicable training before the H knowledge test. Check the order for your specific application.
Does passing a practice quiz mean I am ready?
It shows performance on that quiz. Readiness also means understanding the relevant manual topics, handling unfamiliar questions and meeting the state’s document and testing requirements.
Is the permit waiting period the same as school duration?
No. The federal CLP holding period is a minimum eligibility checkpoint. Course scheduling, demonstrated proficiency and test availability determine your actual timeline.
